DEPARTMENT: Finance Office
APPOINTMENT: 12 Months (Administrative/Professional)
REPORTS TO: Chief Financial Officer
Major Responsibilities:
- Plans, directs, assesses, and is responsible for all of the accounting functions including accounting, the administration of student accounts –billing and tuition payment, disbursement of student financial aid, accounts receivable, accounts payable, payroll, and county chargeback invoicing and collections, through the work of the Bursar/Assistant Director of Student Financial Services and Associate Comptroller/Assistant CFO.
- Assists with the oversight of the following functional areas as delegated by the CFO: Finance Office, including Bursar/Assistant Director of Student Financial Services, Facilities, Public Safety, and Campus Services.
- Provides oversight to all internal and external financial reporting, including monthly financial statements, external audit reports, and all governmental requirements.
- Responsible for the planning and preparation of the annual audit.
- Assists in the planning and preparation of the College Annual Report and Budget.
- Responsible for all grant accounting including collaboration with grant writer, grant administrator. Preparing all grant setup and grant accounting in the general ledger. Ensuring financial compliance and providing financial reports as needed. Billing grant revenue as needed.
- Ensures that routine and timely financial reporting and account analyses are performed and performs account reconciliation.
- Responsible for compliance with New York State and County purchasing requirements. Ensures established purchasing procedures are followed and audits procedures. Ensures grant compliance with Minority Women Owned Business (MWBE) program and Disability requirements.
- Collaborates with appropriate College staff to ensure the integrity and accuracy of the data, computer software, systems, internal control, and the development of financial support systems including the integration of human resources/payroll systems.
- Supports the Bursar/Assistant Director of Student Financial Services as a liaison with the College’s Admissions, Registrar, Financial Aid, Bookstore and Continuing Education offices to enable efficient and convenient student processing.
- Responsible for capital and grant reimbursements through SUNY and other grantors. Processes capital reimbursements.
- Responsible for policy and procedure development and implementation in regard to internal controls.
- Serves on various college committees as required, including serving on the College’s EIT Committee.
- Ensures appropriate financial reporting for various third-party grants and acts as a liaison with various grant administrators and grant writer.
- Manages relationships with third party vendors supporting the Finance Office functions, including software vendors, banking relations, and tuition payment services.
- Assists in the College cash management policies.
- Responsible for preparation of RFP’s as needed.
- Preparing and posting journal entries.
- Other duties as assigned.
Minimum Qualifications:
- Bachelor’s degree in accounting or finance is required.
- Four years of experience in accounting and the financial management of a large enterprise using fund accounting is required including in-depth and up-to-date knowledge of accounting practices and principles, financial reporting and control systems, and cash management and investment strategies.
- Significant experience using technology to support the financial management of a large enterprise is required.
- Strong interpersonal, communication, organizational, and supervisory skills. Demonstrate progressive leadership.
- Commitment to adhering to the highest ethical standards.
Preferred Qualifications:
- A CPA and/or appropriate Master’s degree is preferred.
- Experience in higher education is preferred.
- Experience in using Ellucian Banner software for financial management is preferred.
