Summary: Plans, organizes, manages, and directs the construction, reconstruction, repairs and maintenance of streets, bridges, storm drains, right of ways, traffic control, lake dams and spillways, and other activities of the Street Maintenance Division. Develops and administers capital improvement projects and budgets. Extensive working knowledge of stormwater and roadway maintenance, traffic control, safety, asset management, budget management, quality control, current construction practices, erosion control, stormwater best management practices, and guidelines from the MUTCD, ArDOT, FHWA, state and county applicable regulatory requirements. Requires valid Arkansas driver’s license and clean driving record with proof of liability insurance.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
1. Exercises direct supervision over Street crews and equipment.
2. Assists in developing and implementing policies, methods, and procedures for the division; organizes, plans, and schedules activities for diverse and complex sections within the division.
3. Manages a Work Management Program; sets performance goals and production standards for planned and preventive maintenance programs; develops strategies and coordinates responses to emergencies and disasters that relate to Street Maintenance Division operations.
4. Prepares and presents staff reports to The Chief Operating Officer, committees, and the community; attends community meetings and makes commitments to resolve problems on behalf of the Division.
5. Evaluate alternate courses of action for street maintenance projects as part of the Maintenance Management Program.
6. Develops and administers projects; develops bid proposals and manages the preparation of contract specifications for asphalt resurfacing, pavement surface treatments services, culvert rehab and replacement, equipment rental, coordination with fleet management, and procurement of construction materials and supplies.
7. Mentors, schedules and conducts technical and safety training for staff development in a positive manner.
8. Responds to complaints from the public and other agencies; provides quality teamwork and customer service to internal and external clients.
9. Supervises all Street foreman, equipment operators and staff in the Street Maintenance Division; approves timesheets, sets schedules, establishes performance goals and conducts performance evaluations; develops and administers employee safety training programs.
10. Develops, administers, and monitors operating and capital budgets; prepares and maintains metrics, records and reports; writes letters; prepares cost estimates.
11. Operates a motor vehicle in the performance of assigned duties.
12. Perform related duties as assigned.
13. Ability to lead a construction crew with the installation of culverts, road repairs, erosion control, lake dam maintenance, asphalt applications, reinforced concrete slab and pavement, and traffic control devices in accordance with the applicable guidelines.
14. May be assigned to supervise special projects as assigned by the Chief Operating Officer.
15. Assist GIS technician to accomplish locations of infrastructure and asset management.
16. Assist materials take-off from construction drawings and the ordering of the materials.
17. Generate progress reports on completed work in Excel and Word as required.
18. Ability to work with engineers and surveyors on various maintenance and improvement projects. Capable of reading and interpreting contract documents, construction plans and specifications.
19. Ability to operate motor vehicle, mechanized heavy construction equipment, grader, excavator, backhoe, skid steer, dump truck, trailers, etc., as needed.
20. Coordinate and conduct mapping and inventory of roadway infrastructure and traffic control devices in a Geographical Information System (GIS).
21. Directs and delegates the control of work requests and job orders.
22. Reviews work requests and job orders to prevent the duplication of previously approved or programmed work, and inspects work schedules in progress.
23. Aids in the establishment of programs and project policies for the Street Maintenance Division.
24. Reviews completed work documents for clarity and accuracy.
25. Have excellent communication, tactfulness, and ability to interact with members and staff in a professional manner
26. May be required to inspect new construction of POA facilities.

Education and/or Experience: Considerable knowledge of the principals of project management, supervision, personnel management, training and evaluation. Knowledgeable of materials, methods, techniques, and maintenance procedures used in public works facilities, construction, streets, and other divisions. An understanding of road maintenance, culverts, traffic control, safety, and signage. Two years of college in Business, computers, construction management, public works operations, or related study. A bachelor’s degree is desirable. Can be substituted with 5 years of prior comparable experience in public works operations management experience.
Language Skills: Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, committee members, vendors, and other employees of the organization.
Computer Skills: Must be proficient in the use of computer software programs to include Excel spreadsheets, Word, Outlook email, GIS Viewers,, Google Earth or other aerial mapping programs. Must be able to use a smart phone to communicate by phone, email, text, take photos, and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen.
Mathematical Skills: Ability to calculate figures and amounts such as asphalt quantities, construction material quantities, discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to prepare and review plans and specifications; direct the response to emergency and disaster situations; estimate capital project costs; supervise, train and evaluate staff; maintain and prepare detailed reports; interact effectively with other departments, the public and other agencies; evaluate proposed projects, or alternative solutions to maintenance or construction problems; establish and maintain effective work relationships with those contacted in the performance of required duties.
Certificates, Licenses, Registrations: Requires a valid Arkansas driver’s license, clean driving record with proof of liability insurance and possess, or have the ability to possess, a Class A CDL.
