About the Opportunity:
As the Specialized Services Director, this position exists to plan, direct and supervise the business functions and the employees in the Specialized Services Benefits team of the Retirement Services Division. This position includes the review, organization and coordination of the death, disability, and divorce services to ensure timely and consistent delivery of specialized services across all plans administered by MSRS, in accordance with Minnesota Statutes. This position also ensures that the department’s output accomplishes MSRS’s mission, vision, and objectives within established laws, policies, rules, budget, time schedules, and standards. This individual also serves as a FINRA Supervisory Principal for this department.
Qualifications:
Minimum Qualifications –
Four (4) years* of professional experience administering a retirement benefits program or in financial services AND demonstrated leadership experience acquired through managerial, supervisory, project management, lead work, or other positions that may require planning, oversight, and other leadership competencies.
*A Bachelor's degree in Public Administration, Business, and Finance, Economics or a related field may substitute for one (1) year of the required professional experience and a Master’s degree in Public Administration, Business Administration, or a related field may substitute 18 months of required experience.
Professional experience must also include:
- Ability to make decisions and demonstrate strong leadership and interpersonal skills to organize, motivate, direct, and empower staff to achieve organization goals.
- Significant knowledge of retirement laws and regulations in the areas of benefits at the state and federal levels that govern and control work processes, systems, and functions.
- Strong human relations skills and diplomacy, including skills such as coaching, listening, conflict resolution, change management, problem-solving, meeting facilitation, etc.
- Communication and writing skills sufficient to express points of view clearly, logically, and convincingly to the Executive Director, Managers, Supervisors and agency staff.
- Project management experience, with the ability to manage multiple priorities.
Leadership competencies must include:
- Coaching, mentoring, developing and/or staff while building relationships.
- Experience leading a new initiative that includes integration with numerous partners.
- Experience in conflict resolution and consensus building with diverse groups to solve difficult and sensitive problems.
- Understanding of staff development, supervision, and team building.
The incumbent must also possess the ability to obtain FINRA Securities Industry Essentials, Series 6, 63, and 26 licenses AND a Minnesota Life, Accident, and Health Insurance License within six (6) months of hire.
Preferred Qualifications –
- A Bachelor's degree in Public Administration, Business, and Finance, Economics or a closely related field is preferred.
- Possess the FINRA Series 6, 26, and 63 licenses and a Minnesota Life Accident and Health insurance license.
- Knowledge of Minnesota statutes as they relate to the administration of retirement benefits.
- Knowledge of 457 (b) plans, health reimbursement plans, and defined benefit plans.
- Knowledge of federal and state tax regulations as they pertain to retirement, disability, divorce, survivor and death benefits
