We are currently recruiting for a talented and conscientious leader to step into the role of Specialized Transportation Assistant Manager in Pierce Transit's Specialized Transportation Department located in Lakewood.
The person we are looking for will have an authentic desire to work with people. The Specialized Transportation Department serves members of our community who have transit needs that go beyond our regularly scheduled routes. The individual selected for this role will plan, supervise and coordinate activities to evaluate, control and maintain the quality of specialized transportation services, ensuring that they are in accordance with agency standards and the ADA (American Disabilities Act.)
The ideal candidate will submit an application that includes experience in transit, with special needs populations or other closely related work. This person will have exceptional interpersonal skills and a talent for maintaining order and organization while juggling critical priorities. They will have experience supervising and/or managing others and will understand the importance of empowering professionals to be successful through effective coaching, mentoring and motivational performance management.
Reporting to the Specialized Transportation Manager, the Assistant Manager will use their subject matter expertise to ensure full compliance with all applicable laws and regulations as related to their area and will be relied upon to effectively lead a team of approximately 20 staff members. Some of the specific duties of this role will include:
- Providing assistance in the oversight of contracted ADA Paratransit public transportation services and the collection and analysis of related data. This will include reviewing Paratransit operations data to support policy development and operating procedures and planning, coordinating, and overseeing Specialized Transportation operations consisting of ADA Paratransit functions;
- Coordinating a collaborative approach to training, supporting, assisting, supervising and evaluating Specialized Transportation Call Center, Schedulers and Dispatchers.
- Working collaboratively with the labor union on interpretation, development, and implementation of policies and procedures relative to working conditions and contractual issues pertaining to the department's represented employees.
- Monitoring and authorizing appropriate expenditures in accordance with budgetary limitations, Agency policies, and Department objectives.
Essential Functions

- Monitor day to day operations of Paratransit service including communication center staff, schedulers, dispatchers, contract compliance, and call center.
- Ensure appropriate response and investigation of all service related concerns including but not limited. to customer comments, complaints and issues; confers with appropriate staff and other agency departments as necessary to assure satisfactory response to customer or agency concerns.
- Maintains databases. Develops policy and operating procedures for demand response data collection. Analyzes data to support planning. Prepare reports for internal and/or public information sharing and/or decision making. Facilitates National Transportation Database reporting for Demand Response.
- Review reports relating to daily ridership totals for SHUTTLE and contracted services. Develops plans and implements programs designed to improve the effectiveness and operations of the Agency's Specialized Transportation division.
- Develops regular and special work schedules to meet customer and program needs; adjusts and revises work priorities and schedules in response to special service needs and extraordinary service disruptions; reconciles and approve time cards.
- Ensure that information within the Adept Software is maintained accurately and updates are applied to information regarding vehicles, operators, client files, and address/places table files.
- Develops and implements customer service policies and procedures; establishes standards for quality of work. Maintains a variety of records; prepares reports and studies; monitors individual and group statistics, maintaining acceptable performance including but not limited to on time performance, passengers per service hour, slack and deadhead time and miles, calls received, calls answered, hold times and abandoned calls.
- Trains, supervises and evaluates the performance of assigned personnel; selects, counsels, disciplines and discharges employees as appropriate; provides appropriate staff development and training opportunities.
- Prepares performance evaluations and gives recognition. Assists employees with personal and performance problems; administers disciplinary action as appropriate; responds to complaints, grievances, and lawsuits as necessary; represents the division at hearings and arbitration as requested.
- Ensure that all pertinent reference materials and manuals are updated and available.
- Plans, organizes and facilitates SHUTTLE staff meetings.
- Demonstrates regular and reliable attendance.
- Performs other related duties as assigned.
Qualifications:
The qualifications and competencies required to perform the duties and responsibilities of this classification include:
Knowledge of and skill in applying:
- Applicable federal, state, and local laws, rules, regulations, codes, and/or statutes pertaining to the delivery of ADA Paratransit services;
- Leadership and supervisory principles;
- Public transportation service administration principles;
- Contracted transportation services, industry standards and best practices;
- Report and document writing techniques;
- Industry-standard and agency key performance Indicator's (KPI's);
- Public relations principles;
- Budgeting principles;
- Customer service principles;
- Paratransit specific software, Microsoft Officesuite software products and modern office equipment.
Skill in and ability to:
- Interpreting and applying federal, state, and local laws and regulations pertaining to the delivery of ADA Paratransit services;
- Supervising and/or providing leadership to assigned staff;
- Providing daily operational guidance and supervision;
- Analyzing, reconciling and interpreting fiscal, statistical, operational data or trends and/or other related information and developing and implementing recommendations based on findings;
- Preparing clear and concise data -driven reports, presentations, training materials, promotional materials and/or other related documentation for diverse audiences;
- Managing and administering projects, programs or operational activities;
- Monitoring and administering budgets, contracts and/or related operational measures;
- Ensuring regulatory compliance;
- Planning and forecasting;
- Providing customer service;
- Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction;
- Utilizing a computer and relevant software applications.
Required Qualifications
- Bachelor's Degree in Public or Business Administration, Social Services, Logistics and Transportation or a related field
and
- Four or more years experience working with individuals with disabilities, social service systems, or ADA regulations and requirements including (2) two years progressively responsible leadership experience related to area of assignment;
- A valid Washington State Driver license;
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Important Notes:
- Pierce Transit is seeking an individual that will accept a starting salary in the hiring range of $74,415.00 to $91,158.00.
The salary range for incumbents in this position is $74,415.00 up to a maximum of $107,910.00. - This role will require the incumbent to be willing and available to work outside of regular business hours as required to meet the needs of the operation. This may include weekends, holidays and/or night or graveyard shifts.
- May be required to complete a defensive driving course.
Desired: Experience in public transportation agency.
Education
Any required education must come from an accredited college or university whose accreditation is recognized by the U S Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent.
