Vice President for Technology & Security/CIO

As CIO, this position serves as the principal technology leader for the university, providing the vision and management for developing and implementing information technology strategies and initiatives across SDSU. An experienced and talented CIO will act as a key leader, teammate and collaborative partner, working with other academic and administration leaders to further institutional goals and outcomes. The CIO takes a lead in managing cybersecurity, improving access to critical information needed to support decision-making, and ensuring the most effective use of institutional resources.
The Vice President will also serve as the principal administrator in planning, directing, and managing the comprehensive law enforcement, general security, workforce safety, and emergency preparedness services for all components of the University. Responsibilities will include operational oversight of the University Police Department, and management of the University’s emergency preparedness and business continuity plans, the Emergency Management Specialist, and the public safety-related aspects of the Office of Environmental Health & Safety. This position is also responsible for the South Dakota Board of Regents’ Central Security Operations Center.
The Vice President and Chief Information Officer is a key member of the University’s senior leadership team and reports directly to the President. In this capacity, she or he will contribute to the strategic vision and management of the University as a whole.
Key Responsibilities
• Provide vision and strategic leadership for SDSU’s technology enterprise, advancing SDSU’s teaching, research, and service missions;
• Provide leadership and oversight for the University’s information technology infrastructure and safety and security services provided to students, faculty, and staff;
• Strategically align, oversee, and manage budgets;
• Proactively advise senior leadership on emerging technologies and digital trends, emergency management strategies, and safety and security tactics;
• Lead relevant governance, strategic planning, and policy development in collaboration with campus partners;
• Develop and prioritize university-wide investments in and fundraising for technology, safety and security in partnership with other university stakeholders;
• Develop a culture of high-quality, service-oriented services and solutions that benefit students, faculty, and staff;
• Manage institutional risks including cybersecurity, privacy, business continuity, emergency preparedness, safety, and security; and
• Develop strong, collaborative relationships with SDSU’s faculty, staff, students and administration.
Required Qualifications
• PhD or EdD with at least three years’ of relevant experience or a Master’s degree with at least five years’ of relevant experience;
• A track record of implementing appropriate and successful strategies to ensure cost-effective delivery of efficient and reliable technology, safety, and security services;
• Strong financial planning and political skills for leading in a resource-constrained environment;
• Demonstrated ability to lead and implement cultural change in a shared-governance environment;
• Knowledge of current information security protocols and standards; and
• Experience in interpreting and effectively applying federal and state laws and regulations to organizational operations and policies;
• A valid driver’s license or ability to obtain within 30 days of hire;
• Proven record of progressively responsible leadership and managerial experience in related areas;
• Demonstrated ability to lead, provide vision, and supervise a diverse staff of professionals and to provide leadership of a collaborative team to meet current and emerging technology and security needs of the University;
• Excellent organizational and interpersonal skills;
• Demonstrated ability to communicate effectively, both verbally and in writing; and
• Ability to maintain strict confidentiality.
Preferred Qualifications
• Previous experience as a CIO in higher education or a large complex organization;
• Experience in higher education with demonstrated understanding of policy and regulatory requirements in a student-centered learning environment;
• Demonstrated understanding of research computing needs and trajectory and of related data and information security practices and compliance;
• Experience leading major initiatives and demonstrated skill in change management;
• Experience with technology, safety and security strategy development, balancing innovation, operations, and financial needs;
• Proven record of implementing successful strategies;
• Experience fostering a culture of transparency and accountability;
• Experience with developing a talent strategy to solve future staffing needs; and
• Demonstrated success in building, leading, and supporting teams, and working collaboratively with colleagues at all levels of an organization.
