Virginia Peninsula Community College is a two-year institution of higher education established as a part of a statewide system of community colleges. It primarily serves the residents of the cities of Hampton, Newport News, Poquoson, and Williamsburg, and the counties of James City and York.

Purpose:
Reporting to the President of Virginia Peninsula Community College, the Vice President for Workforce Development and Innovation is a self-motivated, experienced, data-guided, and results-driven executive officer and member of the President’s Cabinet. The Vice President receives general direction and supervision from the College President. The successful candidate will have experience leading entrepreneurial programs or units focused on economic and workforce development.
This is a highly visible administrative position, providing vision, leadership, and direction for the development, expansion, and delivery of business, industry, and community services to companies, organizations, and agencies in the college’s service area. The Vice President for Workforce Development and Innovation is both responsive and predictive of local workforce needs. The Vice President establishes relationships with the military, K-12, business, industrial, government, and economic development officials in the promotion of the college’s workforce and outreach efforts.
The Vice President will direct and manage the Workforce division and collaborate with key constituents from the Virginia Peninsula and Hampton Roads region to develop education and training solutions, that meet the needs of local learners and employers – at the pace that business demands.
They provide oversite, management, and presence at all campus and off-site locations where workforce training courses are offered. The Vice President establishes strong relationships with business and industry officials, state and local government elected and appointed officials, economic development officials and agencies, high-school principals, and superintendents, and Virginia Community College System (VCCS) and state workforce development officials and agencies.
The Vice President participates in state and national programs and organizations relative to workforce training initiatives. They serve as the primary point of contact for college involvement and interaction in industrial and business recruitment initiated by the state as well as local and private economic development agencies.
Duties and responsibilities:
Directs the activities of the Workforce Development unit by providing leadership and guidance on planning, developing, and implementing programming, courses, seminars, workshops, conferences, teleconferences, and consulting services provided to business, industry, government, school systems, medical centers, non-profit and professional organizations, and groups. Evaluates programs and services offered to the requisite constituency to determine effectiveness, satisfaction, and the need for revisions. Establishes strategic plans for meeting regional workforce development programs and determines program budgets for implementation and operation. Supervises Workforce Development team, offices, off-site locations, and continuing education program delivery. Develops and manages departmental revenues and expenses, projects revenues, and develops reports of all workforce development activities in keeping with college and Presidential goals and objectives.
Through highly visible activities, meets and confers with business and industrial leaders, government and economic development officials, military, K-12 education, and VCCS and other pertinent state agency officials to ascertain the needs for workforce development and how the college may address those needs. Represents the College on matters of regional economic development activities, including establishing close working relationships with regional and state economic development offices and personnel. Meets with regional economic development agencies and officials for formulating and implementing economic development strategies, including serving as the college’s primary point of contact in recruitment, start-up, and expansion efforts for new and existing companies where workforce development services are requested and to be provided.
Serves as the primary point of contact relative to employment issues, recruitment services and workforce pre-employment, start-up training, and retraining efforts. Monitors local and regional employment market data to ascertain the currency and responsiveness of college offerings and to implement continuous improvement and quality assurance measures to ensure the full satisfaction of the customers of the College.
Directs the Workforce Development team in the requisite program offerings at various sites and evaluates the effectiveness of programs and operations with the staff, Vice President of Academic and Enrollment Management, and the President. In consultation with the President, develops strategies and plans for the creation of other necessary workforce development centers. Directs and supervises the college’s lifelong learning, continuing education, and community enrichment programs, encompassing credit courses, non-credit open enrollment courses, workshops, and seminars.
Directs the operations of workforce development services and continuing education programs at all campus and offsite locations – other remote sites as needed. Collaborates with the Vice Presidents for Academic Affairs and Enrollment Management to seek synergies and partnerships between workforce and degree-seeking programs, including areas of student support such as enrollment, financial aid, and advising. Directs the College’s marketing plans, in accordance with college marketing guidelines, for all workforce development programs. With support from the College’s Director of Marketing and Communication, provide leadership, guidance, and supervision on planning, developing, and implementing a comprehensive informational and awareness program for all Workforce programs and successes.

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications
- Master’s degree in Adult Education, Business, Higher Education, Education Leadership and Administration, or Workforce Education and Development from an accredited institution.
- Minimum of five years of leadership experience in the workforce development, economic development.
- Minimum of three years of demonstrated ability to supervise a team of professional staff.
- Proven ability to develop and manage operational budgets and business contracts.
- Evidence of successful grant writing and grant management.
- Demonstrated track record for increased ROI of non-credit program offerings.
- Experience reporting directly to or working with an institutional CEO.
- Possess highly developed analytical skills, writing and presentation skills, and communication skills that allow for effective communication with stakeholders.
- Demonstrated track record for writing, receiving, and managing multi-million-dollar grants.
- Must have an active, unencumbered driver’s license.
Preferred Qualifications
- Demonstrated track record of identifying and engaging key strategic external partners (individual or institutional) for the purposes of building effective collaborative initiatives to deliver programs, curriculum, and industry partnerships.
- Demonstrated ability to pull together many different constituencies, from both the public and private sectors.
